Hi Lisa - Great Question!
Oh my - Yes it is normal to have a house rewired, and I would strongly advise it even if you need to do one part at a time, such as the problem areas you are experiencing. The cost really depends on rates in your area, accessibility for removing and reinstalling the wiring, what size circuits will be replaced etc
