Hi Terry - Great Question!
There are two checks you can make that would involve an OHM meter. The heating elements can be disconnected from the existing wiring and resistance reading at the two connection terminals would tell you if the element is good or not. This reading would be based upon the size of the element and power consumption, this information is available from the manufacturer

Another resistance test would be from the primary power leads through the controls. This reading would tell if the controls are functioning to pass power to the heating elements or not.
